Tray Speaker Icon

I am having a problem with XP Home where my icon for the speaker does not show up when booting the system. I have to navigate to control panel, where the check mark shows that it is indeed checked but its not showing in the tray. I un-check it and select apply, then right away re-check it and select apply then it appears in the tray. I have re-installed sound drivers thinking that may be the issue but it is not. Anyone have this same issue or have experienced this in the past?

this is a well-known bug, microsoft is aware of it and many many other bugs
in the explorer shell, but they have all they can handle right now just
getting all the security holes patched in the OS. i wouldn't expect to see
it fixed anytime soon.

same thing happens on my system occasionally
