Transfertext with memo columns

When I do a 'fixed width' transfertext (export) with memo fields, does the
column get padded out to the full 64k length?
What I need is an export where the column widths are constant from export to
export regardless of the contents of the memo columns.
Access Help is very vague on this subject...

No. And in fact a Memo field can contain up to two billion bytes, in theory.
What I need is an export where the column widths are constant from export to
export regardless of the contents of the memo columns.

I can't imagine why that would ever be useful! You'ld have to manually pad out
the record to 64KBytes (if you choose to limit the memo field to the size you
can enter manually in a textbox), or come up with some arbitrary limit on the
size of the field. Your text file would be enormous, with (probably) typically
60000+ bytes of white space.

Can you truncate the memo, or come up with a size limit that's reasonable?
