Transferring O.E. messages to Windows Mail

What would be the best way to transfer emails, and possibly the message
rules, from one computer (email client O.E.), to another (email client
Windows Mail). All suggestions received with many thanks.
 
The method given in the URL below is rather labor intensive and
does not transfer the message rules.
Vista's Windows Easy Transfer uses a simple 'wizard' approach, and
it will transfer everything, including the message rules.

I have recently done this but only my oldest files transferred. Everything
newer than 4/11/07 did not transfer. ANy idea why or how I might be able to
get the missing e-mails? All settings, etc worked out just fine.
