While you may think that your current installation has the same
updates installed as your old installation, Windows thinks
otherwise. Since both systems had SP2 installed, it has to be a
post SP2 update that's causing your problem.
I provided a link to one update that's been known to cause the
problem you're having. Another update that might be causing
your problem would be this one:

If you've installed this update on your current setup, you
might want to uninstall it and see if you can run the transfer
wizard. It's also possible that one of the other updates that
was released last week is the source of your problem. Here's a

Since I've never had to resort to using fastconv.exe, I can't
