Tracking results

I recently upgraded to Outlook 2003 and noticed that Tracking results are now
delayed until an action is taken on a "Read Receipt". I.e., I send an e-mail
with a request for a "Read Receipt". A recipient reads the e-mail and I am
notified (I see the "Read Receipt" in my "In Box". I bring up the sent
e-mail to view tracking and see NONE!

I don't think this was the case in the old outlook. I believe the old
outlook would post tracking results as soon as Read Receipts started arriving
regardless of any action taken on them. Am I dreaming?

if outlook is properly configured to process tracking, it can take up to
about 2 min for it to process them - tools, options, email, tracking.
 
I have the following three boxes checked on the tracking options screen:
- process requests and responses on arrival
- process receipts on arrival
for all messages I send, request:
- read receipt

and the following radio button is on:
- always send a response

Why 2 minutes?
