Tracking Changes/Protecting Documents

We create several documents and send out to various directorates for
comments. When we receive the document, the creator takes off the markups and
track changes and saves the document. When the document is e-mailed, anyone
that opens the document can see the changes. We've also created one with a
password protection and made it read only. The various people we've sent it
to can see the changes. Any suggestions? Thanks
 
Thanks for the quick response. I have the track changes issue worked out,
however, the "markup" still displays. The user cannot edit, tracked changes
are not displayed, but when they hit the markup button, the markups are
visible. I've accepted all changes, the Markup is unchecked in the security
tab, and saved it as a final. Is this something the creator of the document
has to clear? Thanks
 
If you've really accepted all changes, the document should be as clean as
one that never had tracked changes. Is the issue just that the document
opens with the Reviewing toolbar visible and "Final Showing Markup"
indicated on it? Or are the changes really still visible in the document
text?

It would open up in Final, however, when you click on markup, it would show.
What I just tried that worked, is that I had to clear the comments.
