Trackig tab in Outlook 2003

I have a user who sends out emails to several recipients at a time and sets message to receive read notifcations. What I want is for the read notifications to activate the tracking tab in the sent message without having to open them first - he can then tell who has read the message by viewing the tracking tab.

I can't get this to work - any suggestions please ?
