Tracked Changes Now Visible After 2003 Upgrade

I recently upgraded over 30 users to Office 2003. Many users use a template
that was made to facilitate the creation of a commonly used document. After
the upgrade this particular document is now exposing previous changes that
were once made by the original document owner. These tracked changes are
also printing out as well.

Why is this happening and what is the eaiest way to eliminate this?

Open the doc, accept or reject changes, save doc, turn off Tracking Changes,
save again. This makes the file save/open quidker because Track Changes add
a heap of memory.

So is this a feature that was not turned on by default in previous Office
versions and is now turned on in 2003?

Automatically showing Tracked Changes when opening or saving is a
security option that was added in Word 2002.

In past versions the Tracked Changes viewing options were stored with
the document. IOW, if the user turned them off then they did not
display but they were still present.
