track changes bug w/ paragraph numbering?

In a document with numbered paragraphs, whenever I use Track Changes and the
number of paragraphs changes (e.g., inserting a new paragraph in the
middle), every paragraph thereafter has its paragraph number changed in
track changes.

That's understandable, but when accepting those changes, it automatically
accepts All changes within the paragraph, which is usually not desirable.
Also, when browsing through the changes, if the paragraph number has
changed, that is the only change that can be browsed in the entire
paragraph. Any other changes are ignored when browsing, so I can't just
simply skip over the changed paragraph number.

Finally, sometimes even with track changes off, the paragraph numbering will
be highlighted as a tracked change made by the previous editor.

Is there any way around this? Highlighting changes with the mouse and then
right-clicking to accept/decline is too slow. (I like to use hotkeys to
browse and accept/decline). This is Word2000, does 2k3 act this way?
