top of window goes under toolbar

Sometimes the top of the window you are looking at
expands to go underneath the top toolbar. how do you get
it back out from under without backing out of the
computer? thanks for any help

Alt+space+m

Then use the arrow keys to drag it down. Hit <enter> when it is where you
want it.

If in the IE browser, this sounds like the F11 key, which works both
ways.
