ToolTips on links play hide-and-seek

This is aggravating!

At some point, OutlookXP stopped showing ToolTips with the link when I'd
point at links in the preview/"reading" pane. I was SO jazzed when Outlook
2003 install/upgrade made them work again ... but now, after a few days,
it's gone again! Can someone point me to a place in the bowels of
Customization where I can turn that back on again! It's a very nice clue
about whether to click through or not;-/

Now go figure... NOW the Tool Tips are back again when I point at links in
the OL03 preview pane! Maybe it took a while for one of the options I
changed to stick, or ... maybe I'm hallucinating;-) (To be clear, I'm
talking about the SAME piece of e-mail, to be consistent - before the
ToolTips didn't show, now they do!)

Hide and seek continues, in aggravating fashion - sometimes ToolTips (the
links-URLs) show up when pointed at, sometimes they don't. Maybe it has to
do with the fact that the site I spend most of my time at, Bend.com, sorta
takes the ToolTip deal in its own direction, with subheads popping up when
you point at headlines. But I can't find any rhyme/reason to the dang
thing;-/
Oh well, there are worse problems, I know. It's sort of the pebble-in-shoe
(or sesame seed in tooth crevice) syndrome;-)
