Toolbars

I am using Office Outlook 2003 and have an additional row of toolbar after
installation bluetooth device. There are four rows of toolbars all
together. Since the third and the fourth rows are quite short, can someone
advise me how to merge the last two rows together. I tried to drag the
fourth row to the third row successfully but returns to original state after
close and open Outlook again.

You can try restting the toolbar by renaming outcmd.dat to .old and see if
it still happens. It probably does and when it does you cannot do much about
it. Some add-in writers do a poor job in placing the Toolbars. This is
beyond the control of Outlook.

I tried your suggestion without success. Probably, you are right that it is
a dead issue.
