How do I hide client plugin toolbars on startup?

Client toolbars, such as those for my bluetooth device (BlueSoleil) and
Symantec Antispam are always visible when I start Outlook 2003, even when
I've hidden them in the previous session. This is most annoying, especially
as they each take up a row.

Outlook doesn't control this but the add-in.
