Toolbars pop-up on replies using Word as editor

When I reply to an email using Word, the control toolbox and "exit design
mode" appear as floating toolbars. I can click them off, but they come back
when I reply again. Very annoying. This only began happening a few days ago.
 
do you also see them if you create a new word document?

Thank you. No, they do not appear when creating or opening a Word document.
They do not appear when creating a new email message in Outlook. Only when
replying to an email in Outlook using Word as editor. And this doesn't happen
every time or with all messages.
