Toolbars are Locked

The toolbars on IE 6.0 seemed to be locked. I've looked
for obvious fixes but don't get the selections offered.
For example, supposedly I can unlock them in
View/Toolbars, but that doesn't come up as an option.

Also, I looked on the support center, and supposedly you
can right-click on the toolbars to unlock them. Nothing
happens.

What can I do?

Open Regedit and goto this location:

[HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
Backup the key and delete both "NoBandCustomize" and
"NoToolbarCustomize" values in the right pane.
