SP2. I'm referring to the toolbar on the bottom of the screen. "System
Tray"? The one where the clock icon goes.

How do I add/remove these icons? For example: I have the icon to add/remove
hardware. I can trace it to the program that is running (which I want to
run) but I can't get rid of the icon. Can't find the answer in TweekUI
either.

Thank you for your time.

It's informally called the "System Tray" by many people, but its
official name is the "System Notification Area."

You can stop the program from running, but in most cases, if it
runs, you don't have a choice of whether its icon will appear in
the System Notification Area. It's hard-coded in the program
itself. But an occasional program will give you a choice in its
options screen.
