Toolbar doubles in height?

New WinXPPro installation. When I add Quick Launch
toolbar the tool bar doubles in height! Can drag it out
of sight or higher but not normal height. Quick launch in
on top half near the start button and running apps are on
bottom half. None of the right/left dbl arrows seems to
have any effect.

Look for a little grey '|' looking thing on the bottom
row. If there is one on the bottom, grab it and see if
you can drag it anywhere to the top row. If successful,
make the bar the height you want.
If not, get a stick and try poking it.
