Toolbar disabled

When I right click on my Windows Taskbar and move my cursor to the Toolbar
option, the Toolbar menu appears, but all the options (e.g. Address, Links
and Google Toolbar) are grayed out and are not accessible. A few of the
options are checked, but since all appear in gray I cannot check or uncheck
them. I've tried rebooting, I've tried checking and unchecking the "Lock
Taskbar" option but none of these things seems to work.

Any thoughts on a solution? Thanks!
