Toolbar Buttons No Longer Work

I have a user whose buttons (reply, forward, etc) in Outlook 2003 no longer
work. Tried some different stuff such as detect and repair, turning word
on/off as e-mail editor, deleting outcmd.dat from the user profile, none have
worked. Also tried signing on as myself, setup Outlook and all worked OK.
Think I may have to delete his Win XP profile but if there is another easier
solution, I'd like to try it.
