Missing toolbar icon

Hello

We are using Outlook 2003. One of my user's is missing the Numbering icon
from the Formatting toolbar displayed in email messages.

I've run detect and repair and resetting thier toolbars. I also tried using
both the Add/Remove buttons feature and the Commands tab to locate the
Numbering icon but it is missing from both locations. And I tried deleting
thier outcmd.dat file.

Does anyone have a suggestion for re: what I should try next?
