toolbar and passwords

Even though my settings are set to save passwords, they are never saved. And my toolbar settings only last until I log off my account on my computer. I've downloaded every patch and update and cannot find an answer to these problems anywhere.
 
Tools/Internet Options/Advanced tab.
Under Security.
Uncheck "Do not save encrypted pages to disk..."
