I installed a product to "tweak" my XP SP3 (SpeedUpMyPc) which came highly
recommended from both Tucows.com and PCMag.com. Unfortunately, in doing
it's black magic, it also took away all my TOOLTIPS for Folders and Files.

I have been going back and forth with their TS people via email but so far I
have not resolved it. My next step is to do a System Restore. Before I
resort to that, does anyone know of a way to reinstate TOOLTIPS?

TweakUI is a very useful tool and is relatively safe for most users as they
don't need to use the registry editor or other less obvious methods to make
changes to Windows.
