Dump the CDO and get a real newsreader. At least that way you could have
your posts show the actual characters that you typed instead of this
√ crap.

I have looked all over the internet for a real solution. Seems this is
a prevalent bug that's never been fix. Is there a solution I have not
found?
I did notice one quick reset...go to Start-->Turn Off
Computer--->Cancel. The Tool Tips will correctly display again by
mousing over items that have them.

Desktop Tab then click Customize Desktop.
On the Desktop Items click on Web Tab and be sure all boxes unchecked
there.
Then click on Appearance Tab then Effects button. On the Effects window
be sure the settings been set to suite your requirements.
On the Effect Windows select these boxes:
