Tool Bar Display Problem

Without intentionally making any changes, Tool Bar at the top of the IE
window changes from to lines to one line. The File menu now has a '>>' with
the Edit, View, Favorites, etc hidden unless I click on the File menu button.
How do I change it back to having two lines?

Just drag the bars to where you want them.

Don't forget to ensure "Lock the Toolbars" is unchecked in
View-Toolbars.

Open IE. Right-click on an empty area of the toolbar. Delect "Lock the
Toolbars."

Now you can drag the toolbars to whatever you want. Don't forget to lock
it back.
