TOC page numbers not updating on locked documents

I have a locked template for users that has a TOC . The majority of the
time, the page numbers are not being updated correctly. If the form is
unlocked, you can put your cursor on the table and hit F9, but when the form
is locked you cannot do that. Is there a macro or something that I can
insert into this document to auto update the page numbers?? Any help would
be appreciated!!

Could you put the TOC in a separate section, and leave it un-locked?
