TOC level 2 corrupted in TOC but only for one entry

In Word 2003, I have a TOC set up, to use TOC 1, TOC 2, and TOC 3, linked,
respectively to Heading 1, Heading 2, and Heading 3. It works correctly in
all but one place in my TOC.

The section that is WRONG looks like this:

4.1 Data Elements..............................3
4.2 Technical Criteria..........................4
4.3 Data Source..................................4
Design Concepts............................4
4.4 4
4.4.1 Design Elements...................4


The way I WANT it to look is like this:

4. Product Requirements...........................3
4.1 Data Elements..............................3
4.2 Technical Criteria..........................4
4.3 Data Source..................................4
4.4 Design Concepts............................4
4.4.1 Design Elements...................4

I have tried everything I can think of to fix this. I've used a page break
in between the sections for Heading 4.3 and Heading 4.4. The original author
used hidden text in the Headings, I've turned off the hidden text. I've
changed the Headings to Normal style, then updated the TOC, then changed them
back to the correct Heading style, and updated the TOC, but it's still the
same.

What am I missing? Any help you can give me is greatly appreciated. =)

Instead of using a manual page break (which is what is most likely causing
this problem), apply "Page break before" formatting to the heading you want
to start on a new page.

I tried applying "Page break before" formatting, and that actually made the
document worse - inserted 2 blank pages, and completely removed all my
Section 5 text.

So I undid that, put it back the way it was. I finally decided to just print
out the page, delete the entire "problem section" and then type it all back
in. Then I applied all the appropriate styles, and updated the TOC, and it
worked! It was the manual/hard way to fix it, but it's fixed.

realized it might sound like I was bitter. I wasn't at all. I really meant
it. I really do appreciate the fact that someone took the time to read my
issue and try to help me out with it. =)

I missed your previous reply, but I'm puzzled by why that simple change
would have had such disastrous consequences. But manual page breaks are a
known cause of problems with TOCs, borders, and some other issues, so it's
generally best to avoid them, ideally by using "Keep with next" to force
text to the next page when possible or, as a last resort, by using "Page
break before."
