TOC includes words from cover which is not in heading style

TOC has included words from the cover of my document - which is the
preceeding page and is not formatted in headline style. I want the headings
on the pages following the contents page to be included in the contents
table.
 
If the style on the cover has a heading outline level, it will be included.
If you used the Title style, it has a built-in outline Level 1, but you can
change it to Body Text (Format | Paragraph).
