To uninstall a stubborn program

I want to delete a Comet System dmserver.exe program but cannot, what can I do to be rid of this? The error msg prompt
tells me the boilerplate expression "Make sure the disk is not full or write-protected and that the file is not currently in use"
none of which is the problem as far as I can tell; I have System Admin. status on this computer. How can I kill this thing?

Deleting in Safe Mode as suggested is an excellent idea; however, you
may need to run a spyware removal tool also. You can download free
spyware tools Spybot Search & Destroy from www.security.kolla.de and
Ad-aware from www.lavasoftusa.com. Be sure to update these programs
before running them. It is best to run antivirus and spyware removal
tools in Safe Mode.
