Tmp and Temp files

Many times it is advised to move Temp files to a separate partition.
However, (in addition to temporary Internet files) there are four types of
them as follows:

User variables "TMP" "TEMP" files at C:\Documents and Settings\...
System variables "TMP" and "TEMP" files at C:\ Windows\.

Which temp files are usually referred to? Is it adviseable to move them all
to another partition?

If I move them to D:\TMP and D:\TEMP there will be no distinction between
the user and system usage!

You don't need them at all. That's why they are called "temp/tmp" files. Just delete them
and you'll soon see how much extra hard drive space you recover. Look for and install an
application called EmpTemp or go to www.rblevin.net and download SpaceAce IV

The only reason to change location is to save space on one drive versus
using space on another.
