Titlebars hidden under taskbar

When the taskbar is at the top of the screen, why do some windows' titlebars get hidden under the taskbar? It's really annoying because I can't get to the min/max/close buttons, and can't move or resize the window using the titlebar. Any ideas on how to fix this bug
 
right click on the task bar ,,properties,,theres your
answer, uncheck keep on top of other windows
