Timebased rules?

Hello.

I have tried to find some information about a timebased rule in outlook but
no luck so far.

So does anyone know if it's possible to make a rule based on time? Example
before 12 a.m it should be sent to aaa user and after 12 a.m it should be
sent to bbb user.

Not based on time but it can be set based on the date.
