I need to figure out how to put a time of when other users
can use my computer. Like beetween Midnight and 10:30 A.M.

If you have XP Pro, I believe this can be done through the Group Policy
Editor. Please check the following Knowledge Base Article:

If you have Home Edition, Group Policy Editor is not available but third
party software can handle this chore. If I'm not mistaken, Net Nanny can
control user log on times, www.netnanny.com
