Time Zone Won't Change

When I run the Time Zone tool on Windows XP Pro I get an error message that
says: "Update cannot be installed as a newer or same timezone update has
already been installed on the system." I have Windows update on and have all
the updates. I don't know where there is a timezone loaded as it doesn't
change. The daylight savings time box is checked but the computer still
stays on standard time. How can I fix so I get daylight savings time on the
computer?

Double-click on the clock in lower right-hand corner | Date & Time (tab): Is
the correct time zone displayed here (e.g., Eastern Daylight Time)?

Time Zone (tab): Is the correct Time Zone selected here and is
"Automatically adjust clock for daylight savings changes" checked/enabled?

I have 3 PCs, 2 desktops with XP Home and 1 laptop with XP Pro. One of my
desktop did the same thing than yours (the other 2 pcs adjusted the time
correctly).

I just tried the utility from that link that was suggested in another
similar thread and it seems to work (The clock now says it is DST -
"Heure d'été" (summer time), my XP's in French). I will be sure the next
time XP will sync the clock on the internet. I tried to manually set the
clock before but it would revert back to standard time when XP did his
"sync the clock" thing.
