Time Zone does not take the selected value

I'm in the Administrators Group in my computer, actually
my clock shows I'm using a Time Zone in Mountain Time,
but I need to change it to Central Time becasue that is
the right Time Zone, I select the correct value, then I
apply the changes and Ok.

If I open the clock dialog again, the Time Zone will show
Mountain Time again...

Any idea of what is happening?

Right click the clock, left click Adjust Date/Time, click the Time Zone tab,
use the drop down arrow to open the list of Time Zones. Then scroll the
list and left click on the Time Zone you want. Then click the Apply and OK
buttons. If you used that method and it didn't work: Right click the clock,
and make sure that Lock the Taskbar doesn't have a check mark to the left of
it. If it does, then left click to remove that check mark, and then try
changing the Time Zone again as described above.
