Time Notification On Received E - Mails

All of my clocks on the computer are set to the right time and zones.
My e - mail going out shows the right time, but the ones I receive have a 3
hour time stamp different when they are received.
 
Checked your DST settings as well? Contact the mail admin to verify the time
zone and DST settings on the server as well.
