Time issue with outlook

I am having the time issue described in microsoft knowledgebase article
Q311774. Basically outlook xp and windows xp can't handle daylight savings.
When an e-mail is sent out it has the wrong time by at least an hour. We've
tried everything but to no avail.
We shut of the time services and manually set all the clocks-failed
We upgraded all the windows to service pack 1 and all the offices to service
pack 3-failed
the article said it should be corrected in office sp2 but they are all up to
3 and still not working
we tested the outlook remote webaccess and everything was sent out correctly
which is leading us to believe it's a local windows issue and not outlook

any suggestions?

All pc's are dell dimension 4600 or better, win xp pro sp1, office xp sp3
server is dell poweredge 2600 with a 3 raid drive config, win sbs 2003,
exchange 2003 standard included with the sbs.
 
Email time stamps come from the email server. If you have your own email
server, then check it. If you use an ISP's email server then not much you
can do.
To check this, I just changed my time on my local machine, sent an email to
myself, when I got it the time was the correct time, not my changed time. It
got its time stamp from the email server. I imagine most work this way.
