"Tilde" icon on Desktop

Whenever I Reply to and E mail, an icon is placed on my
desk top, the name of which is the character "~". If I
double click on the icon and open it with notepad, it
contains my Outlook Express address book. Both McAfee and
my ISP do not have any idea what causes it or where it
comes from or why it happens. Any suggestions?
