Thumbnail view for pictures in a web folder does not work

I have a web folder in my explorer that has some images (JPEG). Even when I
set the explorer view to Thumbnails I am not able to view the thumbnails. Is
there a way to get XP to show thumbnails for images in web folders?

Type or paste the following line into the Start | Run box and click OK...

regsvr32 shimgvw.dll

Tried that. It does not work. It works if the folder is a regular file
folder not a web folder (BTW, the site is also configured on port 8081)

I missed the web folder part in your first post. I do not know anything
about web folders.
