thumbnail pictures interserted into old web do not respond

I have problems in inserting thumbnail pictures into an old 2000 front page
web now that I have 2003. They won't expand in the page or a new page but do
show as as thumbnails. I've tried altering the picture type.

Thanks Eleanor for your reply. Im trying to publish the a problem page but
this all started with being unable to publish on a FTP site. I'm still having
problems but when I have sorted it I will send you the URL
