This internet shortcut cannot be opened because failed to run

When I Start, Run, I get a message that says "Problem with shortcut.
This Internet shortcut cannot be opened because failed to run." Yes,
there is a space between "because" and "failed" There is nothing in
the popup box. to say what. I also have a problem on boot up, with a
Synchronization problem. I cannot run my control panel applets.
Message comes up saying "Cannot find the file 'rundll32.exe (or one of
its components). Please help.
