This behavior appears to be associated with the installed firewall,
specifically with Zone Alarm. Here is some information I found on Google
from a couple of users experiencing the same error message.

Interestingly, I recently installed an HP Laser Jet 1012 printer.
After that install, zone alarm kept on asking if I wanted two
programs, "javap"?, to access the internet. I had been replying yes,
but since I replied no, the above problem started to occur.
maybe the reinstall of zone alarm undid a restriction by ZA on some
component using IE?
