There is no 'send/receive' button on my Outlook tools menu

I just installed Outlook 2003, and configured my sbcglobal.net and
earthlink.net accounts, with the sbcglobal.net dsl connection as the default.
The test messages from the configuration wizard sent fine, a test message
from Outlook email to my sbcglobal inbox worked fine, but a test message from
Outlook email to my earthlink inbox is still hung up in the Outlook outbox.

I cannot do a manual send/receive from the Outlook tools menu because there
is no button to do this. I have also set Outlook for an automatic
send/receive every five minutes, but it does not do this.

When I click on 'accounts' in a new email message in order to try to figure
where the problem might be, I get an error message reading "Unable to
complete the operation. A fatal error has occurred in Outlook."

I'd appreciate any help.

Hi,
first try to run scanpst.exe. If this not solve the problem,
try running the office repair in the control panel > software > microsoft
office > change > repair!
If this not solve your problem, please post again!

Trying to run scanpst.exe give an error message "Windows could not find
scanpst.exe."

There is no "software" button from my Control Panel screen.

I've already done that. The test messages to both earthlink accounts from
the email setup wizard worked fine. But nothing is now sending from Outlook.
I've deleted both earthlink accounts now, leaving only the sbcglobal
account, and nothing gets sent to the sbcglobal email (message stays in
outbox), and there is still no send/receive button on the tools pulldown, or
