Outlook 2003 No 'Send/Receive' button.

System: Windows 2000 SP4, Office Pro 2003, Outlook 2003 w/Bus Contact Manager

Outlook 2003 stopped 'Receiving' email from main account. Sending eventually
quit working. Receiving from another email account works fine. What I've
tried to date and other interesting facts:
Had 2 listings for non-working email account and third listing for different
email acount in Outlook. One of the non-working listings was the default
account. Deleted default leaving the other two (different email account still
works), then added it again. Newly added listing would not work...and the
Send/Receive button dissapeared from toolbar and menu. F9 acted as if it was
working but did not download my email. [My email IS on my webmail server.
Server is working fine, can send, receive, reply and forward from webmail.
Even contacted their tech support and verified it is not their problem.] Then
tried changing new to default account and it errored with "The specified
Account was not found. It might have been deleted.".
I uninstalled Outlook with original CD, then reinstalled. Accounts were
saved. Tried to move troubled account up in list and it gave me the same
error "The specified Account was not found. It might have been deleted".
I added another account with same settings. This caused first account to
move to default account, but second added account could not be moved without
same error. Neither account are downloading email...still have to use
webmail.
Each time I set up new account I tested settings. The outlook test email
goes to my webmail, but no new messages download.I have been using this
configuration on this computer for well over a year (same hardware, software
and operating system). No changes were made when trouble started yesterday
morning. Last email to arrive was 7/5/07 6:00a.m. while out of the office.
Also tried deleting next email from webmail assuming corruption, but no help.
Interestingly, I can forward my webmail to the other account and it will
Receive them, albeit with duplicates.

7/7/07 Tried the following:
Deleted all email account listings. Re-entered listings for working and
non-working accounts. Now non-working account receives email through timed
interval setting for Send/Receive but I still have no 'Send/Receive' button
available. So now I have no way to Send from Outlook. Tried setting to
Send/Receive when exiting, but I just get warning that I'm exiting without
sending email in Outbox. When Forwarding or Replying, location usually
occupied by the Send button now says 'Accounts' with a popup box arrow.
Clicking on this just brings up a very small gray box that is blank.
How can I fix this problem? Thanks in advance for your help.

The first thing to try is to delete the file
%AppData%\Microsoft\Outlook\outcmd.dat. The second thing to try is to make
sure your mail account is configured properly. The third thing to try is a
new mail profile.
