Themes lost the background colour when uploaded, why?

In version 2000 the themes always loaded up. I have just upgraded to
Frontpage 2003 and the themes only partially uploaded. See:
www.churchevents.org.uk
The outline colour appears but the pages are white. I need the themes'
colours to differentiate between two areas of activity. Can anyone help. I
upload using Terrapin, as I always have.

You have your theme set to not display backgrounds
<meta name="Microsoft Theme" content="tabs 1011">
It should be
<meta name="Microsoft Theme" content="tabs 1111">
Use Format Theme (select yours) and then select the background option before applying to all pages

How do those digits break down (1011,1111, etc)? I know one is for vivid colors...etc.
