Theme or Template?

Am I right in presuming that a "Theme" is simply the graphics used to create
a site and a "Template" includes a Theme as well as a basic "site"?

Also, how do you create a Template, then save it to share with others? Does
it have to be "installed"?

Themes contain the graphics (navigation, banners, background) and "styles" (fonts, colors) applied to a page or site

Templates can be page or web based and must be available on the user machine (or within the web) in order for them to use them
Typically they are stored in the user
C:\Program Files\Microsoft Office\Templates\1033 folder
In the Pages or Webs folders
