the text formating command is not available,

Whenever i tried to read my mails or compose a mail, i received an error
message stating 'cannot open this item,the text formating command is not
available. it may not be installed correctly.install microsoft outlook
again.' i have reinstalled and i still have the same message, what do i do?

Version of outlook? have you tried detect and repair (office diagnostics in 2007
