Text formatting command is not available

Any help would be appreciated - I keep getting the error message on my
outlook that text formating command is not available. Reinstall office 2007.
So I have at least three times but I keep getting the same error. If I open
Outllook in safe mode - I'm ok. I can receive emails but can not open any
emails in Normal mode.
