If you look in c:\documents and settings\all users you will see a
start menu folder. Look in there and compare it to what you see when
your start menu is up. You should see everything because it is for
"all users".

To complicate things, every user has their own Start Menu folder.
Back up a folder to c:\documents and settings and look in the folder
that belongs to YOU as you have logged in. You have your own Start
Menu folder that belongs to you for things you put there or installed
while logged in as you. Every user has their own start menu folder
under their name.

The resulting Start Menu when a user clicks Start is made up of things
found in the folder for All Users combined with stuff the user added
themselves or from installed programs. These later items could be in
the Start Menu folder for the individual user, or maybe for All Users,
or you can move stuff into or out of any folder as you see fit.

Eventually when somebody logs in, their start menu will have all the
stuff in the All Users start menu folder, PLUS, whatever they
installed or put in their own. There will be similarities (Run for
example), but everybody pretty much has there own and with the proper
authority, adjust it whoever they want, pretty easily if you know
how. Some things are more complicated, but these are good things to
know.

Maybe you notice when you install new programs you are asked if you
want it to be available to all users, or just you? That way, the
installation knows which Start Menu folder to put the icons in - All
Users, or just your user.

It may be as easy as just copying and pasting a shortcut in the right
folder. If something goes wrong, just delete it and try again. If
you are having a specific problem you can't figure out, provide more
details.

Clear as mud?

Some restrictions apply. Offer void where prohibited.
