The set of folders could not be opened

Enabling "Use Cached Exchange Mode" for the first time produces the
following error upon trying to start Outlook 2003:

"Cannot start Microsoft Outlook. Unable to open the Outlook window. The set
of folders could no be opened. The server is not available. Contact your
administrator if this condition persists."

Turning off the cache works around the problem. Anyone know how to FIX the
problem?
