This has happened before. There was a short power outage while my
computer was on and now my interent wont work. Last time this
happened, I had Macafee installed, and somehow my Macafee started
blocking my internet. So, conciquently, I was forced to uninstall it.
Now, this time when the power went out and the internet wont work, I
dont even have it installed. I have no idea whats happening, but I’m
assuming a setting somewhere has changed. Does anybody know what
could be the cause, and what I could do to fix it?

A power failure/improper shut down can result in scrambled system files. If
this is the case, the easiest way to restore your system is to use System
Restore:

Go to Start/Programs/Accessories/System Tools/System Restore - restore to a
point prior to the power failure.

However, the problem may have nothing to do with Windows. Power failures
and restorations are frequently accompanied by power surges which can damage
hardware, eg. network adapters, cable connections, modems, routers, etc.
The first thing to do is make sure that your Internet connection device is
functioning properly - you may need to call your ISP. There is no sure way
to protect your equipment from this kind of damage - about the best you can
do is plug everything into a quality battery backup which has a good builtin
line conditioner.

I don't know what kind of connection you have, but the same thing has
happened to me before and I have cable broadband. The first time it happened,
I called my ISP and they walked me through it and now I know what to do.
Don't know if this will help you or not, but if you have cable it's worth a
try. You have to turn your computer off and unplug your cable modem from the
power source. Wait 2 or 3 minutes and plug it back in and then turn the
computer back on and try to go online. That usually takes care of it for me.
Hope this helps.
